My foreign credit card worked at a Chinese ATM. The fees made me want to cry.

My friend Elena from Madrid needed cash. Her phone died. Her Alipay wasn't working. She found an ATM.

The setup:

ATM: Bank of China, near Nanjing Road, Shanghai.
Card: Spanish Mastercard debit card.
Amount: ¥3,000.

She inserted her card. Selected English. Entered her PIN. Requested ¥3,000.

The machine dispensed the cash. She felt relieved.

Then she checked her bank app.

The fees:

ATM fee (Bank of China): ¥25
Her Spanish bank fee: €5 (foreign ATM withdrawal)
Foreign transaction fee: 2.5% of ¥3,000 = ¥75
Exchange rate markup: Her bank used a rate 1.8% worse than mid-market

Total cost to withdraw ¥3,000: ~¥250 in fees and markups.

That's 8.3% of the withdrawal amount.

Elena: "I could have bought 8 bowls of noodles with those fees."

Which ATMs work:
• Bank of China - highest success rate
• ICBC - usually works
• China Construction Bank - usually works
• Agricultural Bank - sometimes works
• HSBC / Citibank - very high success rate, limited locations

Which DON'T work:
• Convenience store ATMs (7-Eleven, FamilyMart)
• Small local bank ATMs
• ATMs without Visa/Mastercard logos

Withdrawal limits:
• Per transaction: ¥2,500-5,000
• Daily maximum: ¥10,000-20,000

How to minimize fees:

1. Use a card with no foreign transaction fees. Charles Schwab, Metro Bank, some Revolut/WISE plans.

2. Withdraw larger amounts, less frequently. One ¥5,000 withdrawal with ¥25 fee = 0.5% fee. One ¥1,000 withdrawal with ¥25 fee = 2.5% fee.

3. Always choose CNY, not your home currency. The ATM will offer "dynamic currency conversion" at a terrible rate. Always say no.

4. The best solution: don't use ATMs. Set up Alipay or WeChat Pay before you arrive. Link your foreign card. Pay digitally for 95% of things. Only carry ¥500 in cash for emergencies.

Elena's new rule: "I now keep ¥1,000 in cash at all times. And I charge my phone like my life depends on it. Because it kind of does."

Anyone else been shocked by ATM fees in China?
