My friend from France got a job offer in Shanghai. Her company handled most of the paperwork, but she had to personally appear at the Entry-Exit Administration to convert her Z visa into a residence permit.

She thought arriving at 9:00 AM would be fine.

She was wrong.

The reality:

She arrived at the Shanghai Entry-Exit Administration (出入境管理局) at 9:00 AM. The queue was already 200 people long.

The people at the front? They arrived at 5:30 AM.

She got a queue number: 847. They were serving number 312.

She waited 4.5 hours.

The process:

Step 1: Online appointment
• Book through the "上海公安人口管理" WeChat mini-program or website
• Appointments are released 2 weeks in advance
• They disappear within minutes
• If you can't get one, you can walk in — but expect a long wait

Step 2: Documents needed
• Passport (original + copy of info page + current visa page)
• Temporary residence registration form (from police station)
• Health check report (from designated hospital)
• Employment contract
• Company business license (copy with company stamp)
• Application form (filled online, printed and signed)
• 2 passport photos (33x48mm, white background, no smile)

Step 3: Submit application
• Go to the counter when your number is called
• They review documents. If anything is missing, you start over.
• Fingerprint scan and photo taken on-site
• Pay ¥400 (cash, Alipay, or WeChat)

Step 4: Pick up
• Standard: 7 working days
• Express: 5 working days (¥200 extra)
• They keep your passport during processing

Tips to avoid the queue:

• Book an online appointment. Set an alarm for when slots release (usually midnight).
• If you must walk in, arrive before 7:00 AM. Bring a book.
• Check your documents 3 times. One missing paper = another 4-hour wait.
• Some districts (Pudong, Minhang) have less crowded offices than downtown.
• Your company HR should send someone with you if possible.

Other cities:

• Beijing: Also crowded. Online appointment essential.
• Shenzhen: Slightly better. Some offices have automated kiosks.
• Guangzhou: Very crowded. Arrive early or book online.
• Chengdu/Hangzhou: More manageable but still busy.

My French friend's advice:
"I waited 4.5 hours because I didn't book an appointment. The guy next to me had an appointment. He was in and out in 20 minutes. Book the appointment. Set an alarm. Do whatever it takes. Your sanity depends on it."

Anyone else done the Z visa to residence permit conversion? How long did you wait?
