My friend from France loves shopping. She came to China in May 2026 and discovered something new.
The April 2025 policy change:
On April 27, 2025, China overhauled its departure tax refund system. The old system: buy stuff, keep receipts, fill out forms at the airport, wait in line, get your refund weeks later.
The new system: instant refund at the point of purchase.
What changed:
1. Lower minimum spend
Old: ¥500 per store per day
New: ¥200 per store per day (~$28)
2. Instant refund upon purchase
You pay full price. The store immediately processes your VAT refund via Alipay or WeChat. The money hits your account before you walk out.
3. Higher cash refund limit
Old: ¥10,000 max cash refund
New: ¥20,000 max
4. More stores
Between April 27 and May 26, 2025, 1,303 new tax refund stores opened nationwide. Total: 5,196 stores (up 40% from end of 2024).
5. More products
Smartphones, drones, smartwatches, and small appliances are now explicitly eligible.
My friend's experience:
She bought a ¥8,000 DJI drone at a store in Taikoo Hui, Guangzhou.
At checkout, the cashier asked: "Passport?"
She showed it.
The cashier scanned it. Typed the purchase amount into the system.
"Your refund is ¥880. Alipay or WeChat?"
She chose Alipay.
The ¥880 appeared in her Alipay account in 30 seconds.
She paid ¥8,000. Got ¥880 back instantly. Net cost: ¥7,120.
How it works:
At the store:
• Show your passport
• Minimum spend: ¥200 in one store on one day
• Get instant refund via Alipay/WeChat/bank card/cash
• Keep the receipt and unused goods
At customs (airport/port):
• Show your passport, boarding pass, and goods
• Customs verifies you bought them and are taking them out
• If you got instant refund: customs scans a QR code to confirm
• If you didn't get instant refund: process refund at the airport counter
Eligible items:
• Clothing, cosmetics, jewelry, electronics
• Smartphones, drones, smartwatches (new as of 2025)
• Must be unused and in original packaging
NOT eligible:
• Food, alcohol, tobacco, cars
Where it works:
Pilot cities for instant refund:
• Beijing (3 Alipay-enabled counters at key shopping districts)
• Shanghai (Florentia Village outlet mall, Wangfujing)
• Guangzhou (Taikoo Hui, 25 merchants)
• Hangzhou ("One-click refund" at silk stores, 2 minutes)
• Fujian (province-wide recognition system)
Airport instant refund lanes:
• Shanghai Pudong
• Beijing Capital
• Guangzhou Baiyun
The data:
In the first month after the policy change (April 27 - May 26, 2025):
• Tax refund transactions: up 116% year-on-year
• Sales at tax refund stores: up 56%
• Instant refund transactions: up 32x (yes, thirty-two times)
Tips:
• Always carry your passport when shopping
• Ask the store: "Can I get tax refund?" (可以退税吗?)
• Check the receipt for a tax refund QR code
• The refund is VAT, which is 11% or 8% depending on the item
My friend's reaction:"I came to China expecting cheap electronics. I didn't expect to get 11% of my money back in 30 seconds. France takes 3 months to process a tax refund. China did it in 30 seconds."
Anyone else used the new instant tax refund in China? |
