My friend from Italy arrived at Shanghai Pudong. She had heard about the health declaration QR code and tried to fill it out on the plane.
She got one question wrong. It cost her 20 minutes at the border.
What went wrong:
The health declaration form (健康申报) asks about recent symptoms, travel history, and contact with sick people.
She checked "yes" for "have you had a cough in the past 14 days?" because she had a tiny dry cough from the airplane air conditioning.
That single "yes" triggered a manual review. She was pulled aside. An officer asked her detailed questions in broken English. She tried to explain it was just dry air.
After 20 minutes of back-and-forth, the officer stamped her form and let her go.
The lesson:
Unless you have an actual illness, answer no to everything on the health declaration. A dry cough from dry airplane air is not a symptom.
How to fill the health declaration:
1. Scan the QR code before landing.
The code is displayed at the airport and often announced on the plane. Or search "海关旅客指尖服务" on WeChat.
2. Fill in your passport info.
Name, number, nationality, flight number.
3. Answer the health questions.
For healthy travelers: all "no."
4. Submit and screenshot the QR code.
You'll need to show it at the health checkpoint before immigration.
5. The QR code is valid for 24 hours.
If your flight is delayed and you filled it out too early, you may need to redo it.
Tips:
• Fill it out on the plane when WiFi is available (many airlines now offer free messaging WiFi).
• If you mess up, you can redo it instantly. Just submit a new form.
• Children can be included on a parent's declaration.
• Keep the QR code screenshot until you exit the airport.

"I was trying to be honest about my dry cough. The officer didn't care about honesty — he cared about whether I had COVID. I should have just said no to everything and saved 20 minutes."
